Ohio officials are seeking $1 million in emergency funding after authorities rescued 16 children from what investigators have described as a “house of horrors” in Vinton County.

Officials made the shocking discovery while they were executing a search warrant connected to an unrelated criminal investigation at a home in Hamden. Inside, they found 16 children between the ages of 1 and 18 allegedly confined to a single room under deplorable conditions. Several of the children required immediate medical treatment, with two airlifted to trauma centers and one reported in critical condition.
The children’s parents, Gary Siders Jr. and Elizabeth Siders, along with grandparents Gary Siders Sr. and Christina Siders, were arrested at the scene. All four have been charged with 16 counts of child endangerment and have pleaded not guilty.
The Ohio Department of Children and Youth is now requesting $1 million in emergency funding to help cover the costs of foster care, medical treatment, and ongoing court proceedings involving the rescued children.
Officials said the funding is intended to ensure the children receive the support they need without placing an overwhelming financial burden on Vinton County, Ohio’s smallest county by population.

According to state documents, taking custody of all 16 children increased the local child welfare agency’s caseload by more than 50% and more than doubled the number of children under its supervision.
State lawmakers described the situation as an unprecedented child welfare crisis for the community, which has limited social service resources despite serving one of Ohio’s poorest regions.
During the defendants’ initial court appearance, a judge ordered that none of the four adults have contact with each other or with the children if released from custody. Each was granted a $300,000 bond, and every child endangerment charge carries a potential prison sentence of between two and eight years if they are convicted.
